Born on September 20, 1940, Emilio Layon Bataclan is the first Bishop from Bantayan, Cebu. He was ordained a priest on May 1, 1966. He was appointed Titular Bishop of Gunela and Auxiliary Bishop of Cebu on February 24, 1989, and was consecrated on April 19, 1990, in the Cebu Metropolitan Cathedral by Ricardo Cardinal Vidal, Archbishop of Cebu. He was appointed Bishop of Iligan on May 3, 1995, and was installed on July 18, 1995. In September 2004, he was again appointed the Auxiliary Bishop of Cebu. After reaching the mandatory retirement age at 75, he resigned as auxiliary bishop of Cebu in 2015.
