Manuel Sandalo Salvador from Dalaguete, Cebu, was the first to become Cardinal Rosales’ auxiliary. The Cardinal himself consecrated him bishop on January 19, 1967. From 1956 to 1965 he was the Chancellor of Cebu. He was Parish Priest of San Nicolas, Cebu City (1965-1969), when he was promoted Bishop of Palo (1969-1972). He became Coadjutor Bishop of Cebu, s.i.s. in 1973 and Parish Priest of Talamban. Since 1976 he is Parish Priest of the Metropolitan Cathedral and Judge of the Matrimonial Court of Cebu. He was the Secretary General of the First Provincial Council of the Ecclesiastical Province of Cebu. On the national level he is the Chairman of the CBCP Episcopal Commission on Canon Law.
