A native of Manila, he was a student of the Royal College of San Jose and subsequently its Rector, and then Dean of the Metropolitan Church, Commissary Subdelegate of the Holy Cross. He was installed Bishop of Cebu in September 28, 1789. He was subsequently recommended by the Spanish Crown for the Metropolitan See of Manila.
