Born on August 15, 1740 he received the habit of an Augustinian Recollect onAugust 13, 1758. He was sent to the Philippines as a recollect missionary and professor of Sacred Theology. Upon arrival in Manila in September 1768 he proceeded to Bohol in order to conduct missions there.
On account of the clarity of his lectures in the University of Santo Tomas he gained the title of Lector jubilado. He likewise filled the positions of Prior of San Sebastian, Definitor, Prior Provincial and Calificador of the Holy Office consecutively.
Charles IV recommended him for the episcopal see of Cebu which he received on November 11, 1803 one year after the recommendation. He had already taken possession of the Diocese on June 5, 1805 when he was consecrated bishop in the Church of the Recollects in Manila by Archbishop Juan Antonio de Zulaybar, 0.P. on May 15, 1808. In his time, he consecrated the Cathedral of Cebu.
Bishop de Sopetran y Ruiz died on November 8, 1818 at the age of 78 and was buried in the convent of the Immaculate Conception, Cebu City.
