The Commission on the Laity (COL) in the Archdiocese of Cebu is an umbrella of the lay faithful, where organizations engaged in the works of the Church can unite, collaborate and work together. The former Archdiocesan Council of the Laity was elevated into a Commission on the Laity by virtue of a Decree signed by Archbishop Jose S. Palma on July 17, 2017.

Purpose
The Catholic laity consisting all the faithful (except those in holy orders and those in the state of religious life) by their very vocation, seek the kingdom of God by engaging in temporal affairs and by ordering them according to the plan of God (Second Vatican Council, Dogmatic Constitution Lumen Gentium on the Church, 31).
In accord with the Second Vatican Council’s Decree Apostolicam actuositatem on the Apostolate of the Laity (n. 26), the lay faithful is instituted by the Archbishop of Cebu to help carry out the functions, in collaboration with pertinent ecclesiastical persons and institutions, as follows:
- Unite all efforts among the laity, initiate and serve as a catalyst, animate and facilitate, coordinate and integrate all forms of lay catholic action and activity.
- Serve as an umbrella organization of all Lay Organizations, Movements, Associations and Services (LOMAS) and the lay faithful in the PARISHES, towards integration and implementation of Archdiocesan Pastoral Thrust.
- Foster faithful observance of ecclesiastical laws concerning the laity and help preserve complete adherence, allegiance and loyalty to the Church’s magisterium.
- Strengthen relationships between laity and clergy, provide support for a harmonious and effective pastoral ministry.
- Represent the Archdiocese of Cebu in the CBCP Episcopal Commission on the Laity (ECLA) and in the Sangguniang Laiko ng Pilipinas.
- Conduct and provide necessary formation program for the lay faithful in the Archdiocese.
- Participate actively in ecumenical activities for the promotion of Christian unity.
